Ceremonia de apertura donde interviene el Presidente de Corea que hace una encendida defensa de las raices de la k-democracia.

Kim Dae-jung Award mesa redonda donde se otorga un premio de derechos humanos con el nombre del presidente que trajo la democracia a Corea. El galardonado en esta ocasión es T V Paul, academico canadiense de origen hindú, experto en relaciones internacionales. Oscar Pérez de la Fuente centra su intervención en el papel de la ciencia política para mejorarla paz, la democracia y los derechos humanos.

The 28th IPSA World Congress of Political Science, to be held in Seoul, South Korea from 12-16 July 2025, under the theme Autocratization in Polarized Societies.

Artificial Intelligence (AI) presents significant challenges for both democracy and the judiciary, raising concerns about accountability, fairness, and the erosion of foundational democratic principles. In democratic societies, AI-driven systems are increasingly employed in areas like voting processes, public administration, and law enforcement. While these technologies offer efficiencies, they also risk undermining democratic values by introducing biases, reducing transparency, and concentrating power in the hands of a few technocrats and corporations. AI algorithms’ opacity can lead to difficult decisions to scrutinise or contest, potentially disenfranchising citizens and eroding public trust in democratic institutions.

In the judiciary, AI is being integrated into legal research, case management, and even judicial decision-making. While AI can enhance efficiency and consistency in legal processes, it also poses risks to the fundamental principles of justice. The use of AI in predicting recidivism or determining sentencing has raised ethical and legal questions about fairness, accountability, and the potential for reinforcing existing societal biases. Furthermore, the lack of transparency in AI algorithms can challenge the judiciary’s ability to provide reasoned judgments, undermining the right to a fair trial.

The challenges of AI for democracy and the judiciary are compounded by the rapid pace of technological advancement and the global nature of AI development, which often outstrips the capacity of existing legal and regulatory frameworks to adapt. To address these challenges, there is a need for robust governance structures that ensure AI systems are transparent, accountable, and aligned with democratic principles. This includes the development of ethical guidelines, legal standards, and oversight mechanisms that safeguard against the risks posed by AI while harnessing its potential to enhance democratic governance and judicial processes. Balancing innovation with the protection of fundamental rights is crucial to ensure that AI contributes positively to society without undermining its core democratic values.

Oscar Pérez de la Fuente will deliver an 🎙️speech on "direction of political science education and research to promote peace, democracy, and human rights" in the Kim Dae-jung Award Roundtable, whose recipient this year is the scholar T.V. Paul, during the🌎 IPSA World Congress, which will be held in 🇰🇷Seoul on📆 14 July 2025.

2025 Kim Dae-jung Award Recipient | T.V. Paul

This roundtable celebrates the recipient of the Kim Dae-Jung Award on the themes of global peace, democracy and human rights. At a time when autocratic governments are on the rise and the erosion of human rights remain a preoccupation, this roundtable will explore how scholars and policy makers reshape, or try to reshape political participation awareness as a tool against autocratization. The roundtable seeks to examine cooperation, promote strategies to safeguard democratic values, and contribute to reversing the damage caused by autocratic governments while helping to rebuild democracies

Biography

T.V. Paul is Distinguished James McGill Professor at the Department of Political Science at McGill University, Montréal, Canada, and a Fellow of the Royal Society of Canada. He served as the President of the International Studies Association (ISA) from 2016 to 2017, and is the Founding Director of the Global Research Network on Peaceful Change (GRENPEC). Prof. Paul is the author or editor of 24 books, co-editor of five special journal issues, and author of over 90 scholarly articles/book chapters in the fields of International Relations, International Security, and South Asia.

His books include The Unfinished Quest: India’s Search for Major Power Status from Nehru to Modi (Oxford University Press, 2024); Restraining Great Powers: Soft Balancing from Empires to the Global Era (Yale University Press, 2018); The Warrior State: Pakistan in the Contemporary World (Oxford University Press, 2013); Globalization and the National Security State (with N. Ripsman, Oxford University Press, 2010); The Tradition of Non-use of Nuclear Weapons (Stanford University Press, 2009); India in the World Order: Searching for Major Power Status (with B.R. Nayar Cambridge University Press, 2002); Power versus Prudence: Why Nations Forgo Nuclear Weapons (McGill-Queen’s University Press, 2000); and Asymmetric Conflicts: War Initiation by Weaker Powers (Cambridge University Press, 1994).
